Cuban Ambassador Rodrigo Malmierca Explained the Efficient Disaster-Prevention Systems in UNO.
The efforts carried out by Cuba to implement programs and measures to reverse climate change were mentioned during a special session of the General Assembly of the United Nations devoted to the issue.

Ambassador Rodrigo Malmierca explained the efficient disaster-prevention systems and coordinated actions adopted by Cuba at national and local levels, despite of the fact that it has insignificant greenhouse emissions.

Likewise, Malmierca said that the island contributes to the mitigation of climate change through a series national programs; such as its "energy revolution" based on energy saving and efficiency, and developing renewable sources of energy.

The Cuban diplomat added that Cuba has replaced nine million incandescent bulbs and around three million high-energy-consuming home appliances.

The ambassador added that to face the problem of climate change it is indispensable that developed countries take concrete actions to honor their commitments under the Kyoto Protocol.

He deemed it timely that this debate in the General Assembly is occurring immediately after the Bali Conference, where Cuba participated with a mixture of concern, optimism and confidence.

On the other hand, Malmierca considered it disappointing and negative that the US "the country that contaminates the most and is responsible for 25 percent of all emissions, though it has just 4.7 percent of the worlds population" has disregarded the Kyoto Protocol.

In referring to the US position, the diplomat criticized Washington for watching unmoved while over 190 other nations strive to update the protocol.

He added that climate change demands "in addition to modifying scientific and technological aspects" the modification of economic and social development models.
