By Ezequiel Minaya, Dow Jones Newswires.CARACAS -(Dow Jones)- Supporters of Venezuelan President Hugo Chavez rejected a proposal late Tuesday in the national congress that called for a temporary hand-off of presidential duties during the leader's recovery in Cuba from unplanned surgery.

Opposition lawmakers maintained the government should not be led from overseas by Chavez, who says he is well enough to remain at his post but not travel. With allies of Chavez holding a majority of seats in Venezuela's one- chamber National Assembly, the measure was voted down.

"To say that the president cannot govern is as absurd as to say that he can't sign international accords and treaties because he is abroad," said ruling-party congressman Carlos Escarra during the legislative session Tuesday.

Chavez was rushed into surgery last week while on an official visit to Cuba after suffering from acute pain caused by a pelvic abscess. Venezuelan government officials have said Chavez would be medically cleared to return to Caracas after a "few days" but have not provided a specific date. Surgeons in Havana treated the pelvic abscess, which is a pus-filled cavity that can result from injury or infection, on June 10.

This latest ailment is the second health concern that has limited Chavez's appearances in Venezuela since earlier May, when he injured a knee while jogging.

Chavez arrived in Cuba on the final leg of a three-country tour that included stops in Brazil and Ecuador.
